The impact of manufacturers will be assessed as well and DOE will use an updated version of its Industry Cash Flow model adapted to this particular product type to calculate manufacturing NPV. Additionally, DOE will consider the potential impacts on small business manufacturers and other manufacturer subgroups to identify any that may be disproportionately affected by these proposals.

DOE will also look into whether the test procedure for microwave ovens has to be updated in order to include active mode power consumption as well as a possible integrated energy use measurement. At present, the test procedures only cover standby mode power consumption.
